Im retty sure it comes as a pack in. Sorta like Wii Play and Link's Cross bow Training. It's a art of Nitendo's strategies.

Im sure at launch and post months it'll sole be the bundle. Then after a while they eventually have it to where you can buy them seperatly, but also keeping the bundle.
most likely just bundle and maybe just maybe theyll sell it seperately later on like other accesories nintendo has made.
Im saying that it will be bundled because one of the pics for mario kart wii has mario and luigi with the wheel you use.
