Lets hope not i have recieved several games like that myself and it is carelessness of these young gamers. next generation = More ignorant?
It's the delivery medium to blame. CD's DVD's and what ever comes next (Blu-ray, HD-DVD, whatever) all are very crappy forms of storage. They store a lot and are very cheap to manufacture but that's it.The lifespan and durability suck. The funny thing is for $1.00 per disc manufacturers could make them scratch proof. But they don't because that would be more than 400% more than they cost now to manufacture.Whoever thought that this was a good mediumfor gaming never had kids. Either that or are even more greedy just waiting for the consumer to buy another copy to replace the bad ones that got 'kiddified'.
I think it's just part of the culture. When you don't have to earn it or when it comes cheap (renting), you don't care about the respecting games. Think about it. When you go to rent a game, they usually ask if you want to buy insurance. If you paid for the insurance and you did ruin the game, what were you out? A dollar maybe? In fact, how many of you have ever been accused of ruining a game? There is no accountability. Hence why should anyone care? Morality? If so, you're asking a lot from people.
Whenever I buy a used game, if the quality of the disk is poor (scratched, sticky, fingerprints, etc) and it's not something that can easily be wiped off, I return it and ask for another disk. Seriously, Gamestop needs to start not accepting games or paying less due to bad quality. I refuse to pay good money for inferior products.

If they are, I finally have a reason to pay attention then. But the 'scratch proof'ness is probably optional... I'll have to look into this.
